I agree with the moth balls, but use sparingly. They are poisonous. Cats also don't like citrus. But, this all depends on where you are trying to 'repel' the cat...different repellents can be used in different places.
It truly depends on the cat. Some don't like strong odors, so moth balls and citronella oil or candles should do the trick. This is assuming that you are talking outdoors. Indoors, products such as Scraminal and Ssscat are your best bets if just blocking off the area doesn't work.
